Online tenders for the work mentioned below are invited on behalf of the Governor of Chhattisgarh in Form A along with documents for evaluating Pre Qualification on Road SOR issued by Engineer In Chief PWD C.G. Raipur in force from 15-04-2006 without amendments & Bridge SOR w.e.f. 01-11-2002 and ammended upto 11-07-2006, from contactors, registered in A - IV and above class with Chhattisgarh P.W.D. and also get empanelled on GoC eProcrement System http://cgeprocurement.gov.in through the departments Sub-Portal http://pwd.cgeprocurement.gov.in as per the Key Dates mentioned below. All other condition for submission of tenders and criteria for Pre Qualification etc. have been mentioned in the tender documents.

| | The bids of the contractors have to be digitally signed by the Digital Certificate of the Contractor before submitting the bids online.
1- In case the tenderer(s) is/are not registered in appropriate class of contractors in Chhattisgarh Public Works Department and web site http://cgeprocurement.gov.in / through departments Sub Portal: http://pwd.cgeprocurement.gov.in. he/they shall not be eligible to participate in the above tender.
2 - It is mandatory to submit the details of Earnest money, financial offer through Online.
3- Conditional tenders are liable for rejection.
4- If any pre-qualified tenderer withdraws his offer before the validity period or makes/propose any modifications in the terms and conditions of the tender, the said earnest money shall stand forfeited.
5- Before the deadline for submission of tender, the E-In-C, PWD, Raipur modify the ender document by issuing amendment.
6- Any amendment thus issued shall be part of the tender document and shall be published on web site.
7- E-In-C, PWD, Raipur will open the envelope containing pre qualification document received (except those received late) in the presence of the tender(s)/representatives who choose to attend at the time, date and place specified in the Notice inviting tender.
8- The authorized committee will prepare minutes of the pre qualification opening and shortlist/approve the qualified tenderers.
9-(1) Special Condition : In the event of withdrawing his/her after before the expiry of the period of validity of offer or failing to execute the agreement as required by condition No. 8.1.1 of the notice inviting tender (N.I.T.) he/she will not be entitled to tender for this work in case of recall of tenders. In addition to forfeiture of his/her earnest money as per provisions of condition No. 4.7 and 8.1.1 of N.I.T. as may be applicable for the work, the registering authority will demote the contractor/firm for a period of one year. If the tenderer has committed a similar default on earlier occasion(s) as well, then such demotion in registration will be permanently.
This special condition will supersede any thing coutrary to it in the tender document.
(2) a) Cess @ 1% (One percent) shall be deducted at source, from every bill of the contractor by the Executive engineer under Building and other construction for workers welfare, cess act 1996.
b) It is mandatory for the contractor(S) to get himself/themselves registered with C.G. Building & Other construction welfare Board' and enclose a true copy of such registration certificate along with the tender, otherwise his/their tender shall not be considered for qualification.
10- 7(d) Contractor shall submit the certificate of availability with him (owned or leased or by procurement against mobilization advances regarding computeraized hot mix plant. Sensor Paver/mechanical paver Vibratory roller, {for 50mm or more thickness of B.M./D.B.M. (with M.S.S./S.D.B.C. & B.C. } and other plants and machineries duly certified by Executive Engineer or Equivalent Officer along with the EMD envelope, other wise tender will be disqualified while opening.
11- All the contractors are required to submit Envelope A physically containing the following:
1. The Earnest Money Deposit (EMD) as specified in the Tender-documents.
2. Attested copy of Registration certificates.
3. Attested copy of valid Solvency cerfificate or registration amendment certificate in respect of submission of interest bearing instrument as security.
4. Attested copy of valid Commercial Tax Registration certificate in state of Chhattisgarh/valid Commercial Tax clearence certificate.
5. P.Q. document (as applicable for the work) in seprate sealed cover.
6. Certificate regarding registration with C.G. Building and other Constructions Welfare Board.
Envelope-A should be submitted only through Registered Post/Speed Post so as to reach in the Office of the Engineer-In-Chief Public Works Department, Sirpur Bhawan, Civil Lines, Raipur (C.G.) 492 001 up to the date and time mentioned above. For any postal delay the department shall not be responsible.
.The contractors shall also upload the scanned copy of EMD instrument along with other details during Online Bidding submission Process.
